CHANGE Environmental was retained to provide a expert report outlining from extensive experience and expertise on the issues surrounding a proposed construction and operations of Hot Mixing Asphalt (HMA) Facility proposed to be constructed in the outer region of Tucson, AZ.

It was concluded that there were several major flaws of the attempted air modeling exercised by another consulting firm. Only their failed attempt reports to show representative modeling for ensuring that the HMA would not cause environmental impacts.

It was CHANGE’s expert opinion that was explained in the report review that the proposed HMA facility would be significantly devasting across all environmental areas of concern. The direct expertise in these areas and actual air studies and modeling confirmed scientifically that these types of facilities have a large impact on elevating air emissions and toxins that will have short term and long-term impacts for all. As a positive result due to CHANGE’s extensive research and work and expert review, the proposed HMA Facility’s application was denied.
