Town of Kingston Planning Board and Town Board regarding a particular project – 850 Rte. 28, LLC. CHANGE Environmental is working closely to date with the Client and has already provided substantial expert commentary and insight to the Client and the Town of Kingston Planning Board concerning the review and recommendations regarding the Applicant’s Noise Studies that have been submitted in the Planning Board’s Lead Agency SEQRA review. The Applicant proposes to construct a manufacturing facility for steel and precast concrete bridge decking for road and bridge projects, on a site that is an un-reclaimed quarry. The site is a 110 acre parcel, with proposed disturbance of 37.7 acres. The property is mostly surrounded by DEC parkland, or proposed parkland properties, with some sensitivities regarding hiking trails, etc. There is proposed an extended site preparation and construction period (2-3 years), including blasting of rock (for which there may be attendant air quality issues that we may need some advice to address). After the site preparation and construction of two facilities, almost all operations will be indoors of the two facilities, with limited anticipate impacts.
